REMEMBERING PAUL LEONARD GIOIA 1942 - 2024

Whiteman Osterman and Hanna LLP sadly announces the passing of Paul Leonard Gioia, Senior Counsel.

Paul is remembered not only as a colleague and mentor but as one of the pillars of New York State’s energy architecture. His career encompassed diverse roles, beginning with serving as a prosecutor in Manhattan, followed by positions as assistant counsel to three Governors and as First Assistant Counsel to Governor Hugh Carey. Paul also held the role of Chairman of the New York State Public Service Commission for six years. Assuming the role of Senior Vice-President with First Albany, Paul headed the firm’s Utility and Energy Finance Unit. His influence extended further as lead counsel to the New York Power Pool, contributing to the formation of a wholesale electricity market in the state. Paul’s expertise showed through as a court appointed expert in utility bankruptcy proceedings nationwide where he helped guide major electric gas and utilities in development of strategic plans.

Paul’s home for most of his professional life was Albany…although at his inception it was Brooklyn. He brought his considerable talent to serving his community as Chair of the Advisory Committee for Reform of the Albany County Government, member of the Board of the Interfaith Partnership for the Homeless and, closest to his heart, as a member of the Board of Trustees of Siena College. It was the latter where he and his wonderful, but sadly departed wife Patricia, made an indelible impact on the institution and its students.

With a quiet demeanor, he approached all he accomplished with the thought of how it may impact the human condition. Thus, it came as no surprise that in his 70’s he obtained a master’s degree in philosophy from Fordham University.

Paul was remarkable for what he accomplished but more, for who he was.
