Dylan C Harris is a member of the Firm’s Real Estate and Litigation Practice Groups. His expertise involves representing a diverse range of clients in real property tax law Article 7 (tax certiorari) proceedings of all varieties, with a specific focus on power plant and utility valuation. He also has extensively handled exemption matters, RPTL 485 (a) and (b) matters, and Payment in Lieu of Tax negotiations and drafting. Prior to joining the firm, Dylan was a shareholder at Lewis & Greer, P.C. in Poughkeepsie, New York.

Representative Accomplishments
  • Experienced trial attorney for varying tax certiorari proceedings, including combined cycle power plants, commercial office buildings, and hydroelectric dams and experienced in both pre and post-trial briefs and drafting
  • Assists clients with all aspects of tax certiorari proceedings, including initial review of property records, appraisals, necessary discovery, and motion practice.
  • Assists clients in all aspects of land use permitting process, including SEQR and both representing and appearing before municipal land use boards. Experienced in handling 94-c siting proceedings before the State of New York for solar and wind generating assets.
  • Represents clients during Article 78 litigation proceedings in resolving their real estate, land use and zoning disputes.
  • Experienced in defending municipal clients against varying real property challenges, including article 7 proceedings involving commercial, utility, and power plant property and planning board and zoning board determinations.
Affiliations

Dylan is permitted to practice in the State of New York and the Southern and Eastern District Federal Courts in the State of New York. Dylan is a member of both the New York State Bar Association and Dutchess County Bar Association. Dylan is also on the Board of Directors for the Mount Gulian Historic Site in Beacon, New York and a past Secretary for the Italian Center in Poughkeepsie, New York.

Background/Education

Dylan was born in the Hudson Valley and grew up in the Southern Tier of New York before heading back to the Hudson Valley to practice law after graduating from Syracuse University College of Law in 2014. Dylan received his Bachelor’s Degree in English Literature from the State University of New York at Oneonta. When not practicing law, Dylan is an avid soccer and hockey fan, an aspiring guitarist and motorcycle enthusiast.
