BASE CLOSURE AND REDEVELOPMENT

Whiteman Osterman & Hanna’s Base Closure and Redevelopment practice focuses on meeting the unique needs of defense communities, military installations and private developers dealing with closure, realignment, redevelopment and privatization initiatives at former military facilities. Our Closure and Redevelopment team brings a wide array of specialized experience and talents to the table to assist our clients in navigating the complex framework of base closure, privatization and redevelopment law.

Our Base Closure and Redevelopment experience includes:

  • Implementation of comprehensive reuse, management and development plans established for installations ranging from 150 to 3,500 acres.
  • Conveyances of real and personal property via economic development conveyances and public benefit conveyances.
  • Coordination, negotiation and implementation of unique privatization initiatives at an active U.S. Army installation.
  • Leasing and sales transactions between local reuse authorities and private and public interests.
  • Coordination with and assistance to municipalities to develop comprehensive zoning plans to enhance redevelopment.
  • Negotiation and implementation of transfer of utility systems, including water and sewer, storm sewer, electric and telecommunications systems
  • Representation of private developers with respect to multi-million dollar projects on former defense installations.
  • Work with federal, state and local agencies, as well as private developers and interests, to form innovative public-private partnerships.
  • Work with local planning and zoning officials to allow for the integration of formerly exempt and non-compliant property in local communities.
