Elizabeth A. Grisaru
Of Counsel
Ms. Grisaru has practiced in both the public and private sectors over her career and joined the Firm in 2009 after working as General Counsel to a wind energy development company. She previously served as in-house counsel to the New York Independent System Operator, Inc. (NYISO) where she advised the Company on wholesale market rule development and tariff interpretation issues, interconnection matters, and transmission planning. She also served in the Environmental Bureau of the New York Attorney General’s Office, where she litigated cases involving all aspects of state and federal environmental regulation. The current focus of her practice is helping renewable energy and transmission developers solve the regulatory and organizational obstacles to their growth.
Representative Accomplishments
- Provided legal support for the development, financing, and construction of $2 billion in wind energy projects and associated transmission infrastructure.
- Directed successful defense of wind project siting against citizen challenge.
- Negotiated settlement of multi-party FERC litigation addressing NYISO’s implementation of its cost allocation rules for the interconnection of new generation.
- Undertook NERC compliance assessment for wind operations.
- Managed response to governmental investigations of the 2003 Northeast Blackout, including negotiations with U.S. Department of Energy
and other parties.
- Supported implementation of the NYISO’s groundbreaking electricity market monitoring procedures.
- Coordinated State and Federal strategies and investigations related to natural resource damages in the Hudson River.

Ms. Grisaru is a member of the New York State Bar Association and the Energy Bar Association.
Background
Ms. Grisaru received her A.B. degree from Harvard University in History and Literature, and her J.D. degree from the New York University School of Law, where she served as an editor of the Review of Law and Social Change. She also holds an LLM degree from the University of Cambridge.
